The MS Kids website was established in 2003 through enabling legislation, S.B. 2636 that provided for an Oversight Committee charged with examining all pre-kindergarten structured school or school readiness programs, including pilot programs, operated by a public, private or parochial school or a Head Start program in the state' as well as all 'school readiness programs operated by licensed childcare centers in the state.'

The initial data collection effort took place between October 2003 and January 2004. Since ongoing data collection efforts were not funded, the website was discontinued.
